Service Leadership Index average MSP fee per user per month by Operational Maturity Level, 2023 to 2024

The short answer

Houston managed service providers (MSPs) set prices in one of three ways: by copying competitors, by adding up their real cost of service plus a margin, or by pricing to the value they deliver. According to Service Leadership, the industry’s leading MSP benchmarking firm, how a provider sets its price says a lot about how well it is run. The cheapest quote in Houston usually comes from the least mature provider, and that gap shows up later as slow response times, turnover and security holes. Service Leadership Index data for 2024 puts the average fee at about $149 per user per month for the least mature MSPs, $224 for OML 4 providers and $274 for the most mature.

In Houston, the pressure on price is real. The region’s construction and engineering boom means experienced engineers who understand jobsite connectivity, Procore, Bluebeam and CAD workstations are expensive to hire and keep. A provider quoting well below the market is either paying its people less than the Houston rate or giving you fewer of them.

Who is Service Leadership?

Service Leadership is the benchmarking organization that sets the yardstick for how well IT service companies are run. Founded by Paul Dippell and now part of ConnectWise, it maintains the Service Leadership Index, a pool of financial and operating data from thousands of MSPs. Its Operational Maturity Level (OML) scale grades providers from 1 (Beginning) to 5 (Innovating), based on how closely their practices match the most profitable, fastest-growing firms in the industry.

One of the clearest places that maturity shows up is pricing.

The three levels of MSP pricing maturity

Service Leadership’s data shows that the way a provider arrives at its price reveals how mature, how profitable and how capable of good service that provider is. The first two levels below come straight from that research; the third is where the top performers end up.

Level 1: Finger in the air (market-based pricing)

The least mature MSPs set prices by checking the wind. They look at what other Houston IT companies charge and land somewhere near, or just under, the going rate.

The problem is that they never confirm the price actually covers the cost of doing the job well. Engineers’ salaries, security tools, licensing, after-hours coverage and training all keep rising, while the price stays pinned to a competitor’s number. Something has to give, and it is usually service: fewer engineers per client, cheaper tools, slower response and higher turnover.

Level 2: Cost plus a healthy margin (cost-based pricing)

A more mature MSP starts from its own numbers. It adds up everything it really takes to support a client:

  • Engineer and help desk time, fully loaded with benefits and training
  • Security stack, monitoring, backup and licensing
  • Account management and strategic planning (vCIO) time
  • After-hours and emergency coverage
  • Overhead such as documentation, compliance and tooling

Then it adds a healthy margin on top. That margin is not greed. It is what pays for enough staff to answer the phone quickly, keep good engineers for years and reinvest in better security as threats change.

Level 3: Value-based pricing

The most mature providers know their costs cold, so their price never drops below what quality service requires. On top of that floor, they price to the outcomes they deliver: less downtime, lower cyber risk, and technology that helps the business grow. Their standardized service packages and paid up-front assessments mean every client gets the same high level of care.

Pricing level How the price is set What it usually means for you
1. Market-based Copies or undercuts competitors Lowest quote, thin staffing, inconsistent service
2. Cost-plus Full cost of service plus a healthy margin Price that funds proper staffing, tools and response times
3. Value-based Cost floor plus the business value delivered Standardized, proactive service tied to your business goals

What a low price tells you about operational maturity

When a Houston IT provider comes in far below everyone else, it is likely operating below 2.0 on Service Leadership’s operational maturity scale. Pricing is only one of many traits on that scale, but it travels with the others.

OML Service Leadership label What it looks like
1 Beginning Trial and error, inconsistent service, low or negative profit
2 Emerging Starting to learn the profit levers, few controls, little planning
3 Scaling Median performance, basic controls and budgeting
4 Optimizing High service quality and profit, robust controls, market leader
5 Innovating Top performance, extends into services adjacent to IT

The gap between levels is large. Service Leadership’s data shows MSPs at OML 3.9 or higher averaged 2.6 times the bottom-line profit of MSPs at OML 3.1. Paul Dippell has written that charging too little may win the deal, but it leaves the provider without the resources to perform and leaves the client without solid support. Many of those relationships end early.

Profit is not the client’s problem, until it is. A provider that can’t fund its own operation cuts corners on staffing, security tools and documentation. For a Houston contractor or engineering firm, where a down network can stall a jobsite, delay a bid or leave field crews without plans, those corners cost far more than the monthly savings. Add hurricane season, when the difference between a tested backup plan and a hopeful one shows up in days of lost work, and the cheap quote gets expensive fast.

Preactive IT Solutions operates at an OML of 4.0, the Optimizing level, based on a Service Leadership SLIQ assessment that scores a provider against the practices of the industry’s top-quartile firms. That means standardized technology, robust controls, detailed budgeting and pricing built from the true cost of top-tier service.

What MSPs actually charge per user

More mature MSPs charge more per user, and the gap is widening. In 2024, Service Leadership Index data shows OML 4 providers averaged $224.30 per user per month, about 50% more than OML 1 providers at $149.16.

OML Tier 2023 avg fee per user per month 2024 avg fee per user per month Change
1 Break-fix MSP $147.54 $149.16 +1.1%
2 Break-fix MSP $160.64 $163.86 +2.0%
3 Mature MSP $190.34 $195.69 +2.8%
4 Mature MSP $214.29 $224.30 +4.7%
5 Enterprise MSP $262.22 $274.46 +4.7%

These are industry-wide averages, not Houston-only figures, and a real quote depends on scope, security requirements and number of users.

Two patterns stand out. First, the price steps up at every level of maturity, because the higher fee is what pays for deeper staffing, better security and proactive planning. Second, mature providers raised prices more than four times faster than the least mature ones, which matches Service Leadership’s finding that top performers adjust prices every year to keep pace with their costs.

Most Preactive IT Solutions clients pay between $170 and $190 per user per month, depending on the complexity of their environment. That is below the national OML 4 average of $224.30, even though Preactive operates at OML 4.0. The difference comes from standardization: when every client runs the same proven technology stack, the cost of delivering mature service drops, and we pass that along. If a Houston quote lands near the OML 1 or OML 2 average, it’s fair to ask what is being left out. If it lands well above $200, ask what you are getting for the premium.

How to compare MSP quotes in Houston

The goal is not to find the cheapest price. It is to find a price that is high enough to pay for the service you need. Ask every provider these questions:

  1. How did you arrive at this price? A mature MSP can explain its cost model. “That’s what the market pays” is a Level 1 answer.
  2. Do you know your Operational Maturity Level? Providers who benchmark against Service Leadership usually know their number.
  3. How many users or devices does each engineer support? Low prices often mean overloaded technicians.
  4. What security tools are included, and which cost extra? A low base price can hide add-ons.
  5. Do you require a paid assessment before quoting? Mature providers assess first so the quote fits your environment.
  6. How often do you raise prices, and why? Regular, modest increases tied to cost signal a provider that plans to stay healthy.
  7. What is your engineer turnover? Turnover follows thin margins, and it erases the knowledge of your systems.

Frequently asked questions about MSP pricing in Houston

How much does an MSP cost per user per month?

According to the Service Leadership Index, the average managed services fee in 2024 ranged from $149.16 per user per month for OML 1 providers to $274.46 for OML 5 providers. Mature MSPs at OML 4 averaged $224.30 per user per month.

How much does Preactive IT Solutions charge per user?

Most Preactive clients pay $170 to $190 per user per month, depending on the complexity of their environment. That includes 24/7 help desk, security tools, backup, monitoring and strategic planning.

How do Houston MSPs price managed IT services?

Most charge a flat monthly fee per user or per device. How they set that fee varies: some copy competitors, some add a margin to their true cost of service, and the most mature price to the value they deliver.

Why are some Houston IT companies so much cheaper than others?

A much lower quote usually means the provider set its price by looking at competitors rather than its own costs. Those providers tend to rank low on Service Leadership’s operational maturity scale, often below 2.0, and make up the difference with thinner staffing and fewer tools.

What is Service Leadership?

Service Leadership is an IT industry benchmarking organization, now part of ConnectWise, that publishes the Service Leadership Index and the Operational Maturity Level (OML) scale used to measure how well MSPs are run.

What is an Operational Maturity Level (OML)?

OML is a 1-to-5 score of how closely an IT provider’s practices match the industry’s most profitable, fastest-growing firms. Level 1 is Beginning, level 4 is Optimizing and level 5 is Innovating.

Is the cheapest MSP a bad choice?

Not always, but a price well below the market is a warning sign. Ask how the price was built. If the provider can’t explain its costs, it likely can’t sustain the service level it is promising.

What OML is Preactive IT Solutions?

Preactive IT Solutions scored 4.0, the Optimizing level, on Service Leadership’s SLIQ assessment. Preactive prices its services from the full cost of delivering top-tier support plus a healthy margin, and most clients pay $170 to $190 per user per month.
